The Institute for European Energy and Climate Policy (IEECP) is a not-for-profit, independent research foundation working, since 2015, on science-based climate change mitigation, energy efficiency and renewable energy policy. We work closely with EU institutions, international organisations, national, regional and local governments, think tanks, NGOs, academics and the business world to lead the transition to climate neutrality and a sustainable energy future for various sectors. We build valued partnerships with renowned organisations from across Europe as we believe collaboration and creating a community helps carrying our ideas and results further, to shape, together, a low-emissions, resilient future.
European Federation of Agencies and Regions for Energy and Environment (FEDARENE)
FEDARENE is the premier European network of regional and local organisations which implement, co-ordinate and facilitate sustainable energy and environment policies. More than 80 members from regional and local agencies, ministries and departments are represented in FEDARENE. From the beginning, FEDARENE served as a springboard for the creation of new agencies and as a crossroads for a wide array of agencies. These ones are not only the driving force behind the development of the network but also play an essential role in policymaking. They act both as producers of ideas on the regional, national, European and international levels, and as implementers of decisions emanating from these levels.
Eurocities is a network of over 145 of Europe’s largest cities and more than 50 partner cities representing over 130 million residents across 38 countries. European cities have been building Europe’s future through Eurocities since 1986. We help cities inspire each other in the areas of culture, digitalisation, environment, economic development, mobility, social affairs and cross-cutting issues. Hundreds of cities have already committed to getting carbon emissions down to zero, welcoming migrants and refugees, and governing through dialogue with their residents. Eurocities brings these local governments, which are really there, on the ground with the citizens and residents, into direct dialogue with the EU as essential partners for turning EU policies and ambitions into reality.
Energy Cities (ENC)
Energy Cities is a network of 1,000 local governments in 30 countries. We believe the energy transition is about more than renewable energy or great technologies: it is about a wise use of resources while strengthening local participation and well-being in a democratic Europe. We want a radical transformation of the energy systems and policies, giving citizens the power to shape a decentralised and renewable energy future. We trigger a trustful dialogue between citizens, local leaders and EU & national institutions to accelerate the energy transition in Europe.
University of Piraeus Research Center (UPRC)
The University of Piraeus Research Center (UPRC) provides administration and technological support to European and National projects carried out by the staff of the University of Piraeus (UNIPI). The Technoeconomics of Energy Systems laboratory (TEESlab) is the energy modelling, strategy and policy analysis laboratory of UNIPI, with a focus on transitions pathways towards a low-carbon economy. A collection of transdisciplinary approaches, methods and tools are available for the quantitative and the qualitative assessment of critical issues governing the future evolution of the energy system. TEESlab has been contributing to international research by participating in an increasingly diverse range of EC-funded research and innovation projects on technoeconomic analysis and evaluation of energy systems, energy market modelling and design of new innovative market mechanisms, energy projects financing schemes, analysis of socio-economic drivers for energy transition, etc.
OÖ Energiesparverband (ESV)

The OÖ Energiesparverband (ESV) is the energy agency of Upper Austria, one of Austria's nine regions. It was founded and is mainly funded by the regional government to drive the energy transition in Upper Austria. The ESV promotes energy efficiency, renewable energy and innovative energy technologies and provides comprehensive services to private households, municipalities and businesses of all sizes.
The ESV has been managing the regional facilitation service for energy contracting (the "ECP Energie-Contracting Programm") for over 15 years. This regional support programme consists of a combination of financial support and market development services. More than 220 EPC projects have been implemented in the public sector and industry. ESV has extensive experience in carrying out international and regional training activities, mentoring and facilitation experience through the H2020 project Prospect and Streetlight EPC.
Energy and Climate Agency of Podravje (ENERGAP)
Energy and Climate Agency of Podravje (ENERGAP) is a publicly owned non-profit energy agency and is responsible for the renewable energy sources (RES) and energy efficiency (EE) in local policies. It is the energy manager of the Municipality of Maribor (the second biggest in Slovenia) and 20 smaller municipalities in the region. In the last 7 years, ENERGAP has specialized its work in the field of energy services and public-private partnerships. ENERGAP is the facilitator for the public sector and energy services providers in the region. It works with public bodies and service providers to implement energy contracting and similar financial instruments to implement the energy projects mainly in street lighting and buildings. Energap has experts for legal and financial issues connected to the PPP and public procurement as well as technical experts for energy calculations. Energap also acts as a contact point for relations with European networks and institutions as well as an intermediary to local, regional and national players. ENERGAP has 15 years of experience. It has cooperated in more than 26 EU projects. Energap is also a member of the EU network (FEDARENE).
Tipperary Energy Agency
Tipperary Energy Agency is an independent social enterprise that focuses on driving the energy transition through the provision of expertise, innovation and strong customer service. Our customers are communities, businesses, citizens and the public sector. Founded in 1998 by the Tipperary Local Authorities and the then Tipperary Institute, we have a proven track record in enabling our customers to become more sustainable energy users. We enable local authorities, communities and businesses to deliver renewable energy projects and become more energy efficient. We focus on innovation and best practices and have been at the forefront of the development of community energy production in Ireland. We collaborate with third-level institutions on national and European research and demonstration projects. We have successfully completed over 40 European projects, most recently focussing on scaling up the energy transition. We support the European Commission in building capacity for the energy transition throughout Europe by sharing our knowledge, leadership and experience, and mentoring other agencies.
Valladolid City Council (Innolid)
Valladolid City Council is a local government public entity responsible for the provision and management of a number of different public services and utilities for the municipality. Located in the northwest of Spain, Valladolid is the capital and main economic engine of the autonomous region of Castilla and Leon, the biggest region in Europe. Valladolid is an innovative city in which sustainable urban development, smart mobility, social innovation and smart governance configure a holistic approach to what a smart city means. Valladolid City Council through its Agency for Innovation and Economic Development (Innolid) benchmarks existing economic and innovation opportunities in the city, encourages enterprise momentum, boosts job creation and employability, and leads the development of projects of innovative character, both nationally and internationally. Working closely with the knowledge and expertise of the different departments of the municipality, the Agency for Innovation and Economic Development has carried out several European innovative projects in the fields of energy efficiency, sustainable mobility, circular economy, and nature-based solutions for renaturing Valladolid.
Association of Local Energy Managers (SEMMO)

Association of Local Energy Managers (SEMMO) is an association of towns and municipalities interested in implementing energy-saving measures, renewable energy sources, or related solutions in transport. Its mission is to disseminate examples of good practice, to improve knowledge and share experience of Czech cities and municipalities in the field of sustainable energy and transport and to help them to manage energy effectively.
SEMMO aims to create an effective platform to exchange information on sustainable energy and transport, to educate towns and municipalities at seminars and conferences, and to involve cities and municipalities in innovative projects and activities.
