On 28 September 2026, PROSPECT and ENEFIRST+ jointly organised the webinar “Prioritising Actions in SECAPs with SYNERGISE+: The Experience of Valladolid”, exploring how the Energy Efficiency First (EE1st) principle can support local energy and climate planning.

Sustainable Energy and Climate Action Plans (SECAPs) provide municipalities with a framework for defining and implementing measures to reduce greenhouse gas emissions and strengthen climate adaptation. However, selecting the most appropriate actions and determining which should be prioritised can be challenging, particularly when municipalities need to address multiple objectives, competing priorities and limited resources.

The webinar focused on how municipalities can move from strategic planning to implementation by using practical tools to assess and prioritise potential SECAP actions.

The webinar introduced SYNERGISE+, a tool developed through the PROSPECT series of projects to help municipalities assess and prioritise SECAP measures through a more integrated approach to local decision-making.

A key highlight was the experience of the Municipality of Valladolid, Spain, presented by Sonsoles Gonzalo Pitarch, who shared insights into using the tool to prioritise local actions and align them with wider municipal objectives. The session also featured an introduction to PROSPECT, a presentation of the tool and a Q&A session.

The webinar contributed to the ongoing exchange of knowledge and experience on applying the Energy Efficiency First principle at the local level. By exploring practical approaches to prioritising SECAP measures, PROSPECT and ENEFIRST+ highlighted how tools such as SYNERGISE+ can support municipalities in making informed decisions and translating their energy and climate ambitions into actionable plans.
